Blank lines when they is not data in report

Hello All,

I got a requirement in a report. I kenw when they no data in the list report it by default displays only headers only,

But the requirement is that when they is no data in the list it should display 3 blank rows along with the header information.

Can someone help me out how to obtain 3 blank rows when they is no data?
