If this issue is consistent and happens at the same time of day and for only ten minutes, you need to look at the load characteristics of your Dispatchers and Content Manager servers.
Ask a few questions of the DB and IT as well if necessary
1. Perform a load characteristic analysis of the server/s
E.g.
http://www.automatedqa.com/products/testcomplete/supported-testing-types/load-testing/2. Find out what jobs are scheduled for this time of day. You can use the search function in the scheduling console
3. Of those jobs, which run heavy reports
4. Of those reports, what type of reports are they
5. Determine if these reports / Jobs can be scheduled after peak.
From a DBA perspective
6. Determine what sessions are running and what load id being placed in the DB at this time
7. Determine if the DBA is running any ETL or backups at this time.
From an IT perspective
8. Ask whether there is any unusual or above average activity on the network at this time.
These are the types of questions Support would be asking you should you raise a ticket with them besides getting all the details about your environment and versions installed
