Rows per HTML page not the same as in 8.4

So I have a report with 6 Crosstabs on one page and I had set the 'No. of Rows per HTML Page' to 1000 when the report was working in 8.4   It was showing all of the Crosstabs in one page in 8.4

After upgrading to 10.1, it does not follow that. The property still has 100 rows in it but it just displays 20 rows (the default in Cognos) and I have to click 'Page-Down' to see the other Crosstabs.

Anybody faced this ?
