Moonlighting forum

I know that job postings are explicitly forbid.

However I would like to know whether it is all right to start a forum where opportunities to moonlight are advertised.

Moonlighting is one way to tackle more challenging situations than what is experienced in the day job and of course the chance to make money is icing on the cake.
