Need Expression to generate static time interval

I need an expression to generate static 15 min time interval between 7:00am and 7:00pm in Cognos Report Studio.
Example - The Cross Tab row should contain rows like 7:00am, 7:15am, 7:30am, 7:45am to ...... 6:30, 6:45, 7:00pm. Could any one please advice.
