How do you elimiate the Yellow range on an ON target Metric

How do you elimiate the Yellow range on an ON target Metric with a 2% tolerance.  So we need a 2 percent above and below target to show GREEN, anything else RED.  Help!

Its one of the properties of the Metric Type: "On Target is positive", "Off Target is negative"
