Query Studio Filter pick values from list

We're using Cognos 8.3, and have a query subject with a filter that will only show sales reps their data.

In query studio, we have an ad-hoc report that the sales reps use.  When the reps pull a field into the report it does only show their data, however, when they go to filter on the field it shows the entire nation’s data.

Is there a way to have the Filter pick values from a list, only show the reps data (from report) and not the entire nations data?

so the data security filter, do you have it added in the query studio report or in the FM model...??
