Report Jobs Did not run

We have a handful of jobs that didn't run as scheduled this morning. The user who scheduled the jobs credentials didn't expire. Our IT department has confirmed that the service was up and running. Can anyone offer any other suggestions as to why a job wouldn't just run. I will add that they did not fail they just didn't run.

P.S. I also confirmed that there is no end date.

Have you checked the scheduled tasks in the admin console and see if they are pending or just not showing up? 
We've had issues with the scheduled tasks queue building up before and jobs not running, but they would all be pending.
Our way of clearing the queue has been restarting Cognos. Everything tends to run after the restart. I'm unsure if there is a better way.
