what is Cognos Life Cycle Manager

Can any one simplify what is cognos life cycle manager and its advantages and who is the responsible/handle cognos Life cycle manager in an organization.

We use it to compare reports during upgrade cycles to see what if anything changed. I believe this is the primary use case.

It has been available for a number of releases, including Cognos 8. Back then it was called "Upgrade Manager" - it's name was changed for the Cognos 10 release to Lifecycle Manager. You can find details of it here:
