Cognos 12.0.3 - MAP VIsualisation with 25.000 lon/lat points fails to Cluster

I cannot use CLUSTER nor HEAT nor HEXBIN types to cluster 25.000 points on a map of Greece.  Is there any limitation? Is there a D3 ready to download extension visualisation that we can use to have a descent clustering in maps?
