Can we have template with prompt?

I want user to select country each time he create ad hoc report in query studio.
When I create template with prompt in it and convert it to template , package is gone. Whenever user opens or creates report he should see prompt page first. After country selection he should move ahead.

is it possible to have prompt for country selection in template? Once i have such template then i can set this as default page for query studio.
