auto group and summarize totals all records

I have a query that I am pulling data by shipment number and totalling up the cost per shipment. 

I have 2 fields in the query,  shipment number and std cost.  I have auto summary turned on, and have the aggregate function set to None for shipment, and total for std cost

when I return the data on the report, the std cost is totalling, but is for the overall dataset, and not each shipment.

any hints on where to look?
