COGIPF_PARAMETERS.COGIPF_PARAMETER_ VALUE_BLOB is empty

I set RSVP.PARAMETERS.LOG=true, for all services containing word "report" turned logging level to "Basic", restarted dispatchers,
But when I run IBS Cognos reports the column COGIPF_PARAMETERS.COGIPF_PARAMETER_ VALUE_BLOB is still empty...

Hello, everybody, I'm very in IBM COGNOS, so please, sorry for a silly question
IBM Cognos version is 11.1
We need to gather information about report runs, and when I run the report, the field COGIPF_PARAMETERS.COGIPF_PARAMETER_ VALUE_BLOB  remains empty while the other fields of this table are filled with data.
At the same time I see many other records, where the field COGIPF_PARAMETERS.COGIPF_PARAMETER_ VALUE_BLOB  contains xml with parameters and their values....
I read that it is necessary to set parameter RSVP.PARAMETERS.LOG=true
So the question is - how can I do it? I opened the Administrative console -> system -> additional parameters, but I do not see the parameter with the name "RSVP.PARAMETERS.LOG".
What button do I need to press to  add it?
