Emails reports with status "Waiting"

I have a bunch of reports that run on a schedule and email to clients.   I've noticed lately that the jobs are showing as "Waiting" under activities, yet seem to be emailing successfully.  I believe this started after I upgraded to 12.1.3. 

They show as waiting, but this when I got into details:
Information
CNC-SDS-0408 There are email messages waiting to be sent.
Information
CNC-SDS-0409 The email messages were sent to 4 recipients.

Has anyone seen this?
