8.4 Install

I am doing a separate install of 8.4 in a different directory than 8.3 on my production box.  The install goes fine but when I try to access the Admin tool I get the below error

DPR-ERR-2022
 
      No response generated. This may be due to an incorrect configuration, a damaged installation, or because the dispatcher did not finish initializing.

Are you using an empty/new Content Store ? Or did you move the old content along to the new ? if so how did you do this ?
Did you copy over any system.xml files from the old install ? if so that might have corrupted you instance.

No this was brand new install.  And a new content database.  I was wondering if there are any ports that are associated to the cog admin tool.  My production environment will block ports.  I am using 9301 and a different log and shutdown port for this install.  An no system xml file have been copied

the only one I am aware of is the dispatcher port (9301). A good way to test if it's the firewall is to access it on the server locally and type in http://localhost/cognos8 .
Speaking of Virtual Directories, You did create new virtual directories for 8.4 and they are pointing to the 8.4 folders ?

Yes I did create new Virtual directories.

I can connect to cognos connection fine it is just the admin tool that gets the error

has the cognos connection webadres been added in the trusted zone in IE?

Yes,

Just talked to Cognos and they said to increase the ports by 100 and not 1.
