In Cognos Connection, is there any way to see the directories and reports in the desired order?

Which version? In 8.4, on the top right corner of the page where you have icons for creating a folder, page etc, there is an icon that saya 'order' when you mouse over it. That will let you re-arrange items.

You can also use a numerical code with your folders and reports to arrange them like

01 DEV1
02 TST1

.. etc ..
