Title: Delivery service is unresponsive after a Reboot

Cognos 8.4.1 FP2
Windows Server 2003 R2

We have been having reports fail to send after a reboot.  Manually restarting the delivery service fixes the problem.  We would like to be able to reboot without doing a manual delivery service restart immediately afterward.
