Error:
DPR-ERR-2107 - The User Capabilities Cache cookie cannot be decoded

Solution:
For Each Cognos Environment do the following:
1) Open IBM Cognos Configuration on the server

2) Establish the "Domain" and "Path"
2a) From the URI gateway "http://Server1.abc.com.au:80/ibmcognos/cgi-bin/"
2b) Domain = Server1.abc.com.au
2c) Path = ibmcognos

3) Open <Actions> then <Edit Global Settings>

4) Click the <General> tab

5) Under Cookie Settings enter the details for "Domain" and "Path"

Restart the Service.

I met this error before. The background is that we have three envs in our project(dev/qa/prod). It will display this error when we login Dev first and login QA env with Dev env not log off. In this situation, we need to log off dev env first and then re-login QA env.

Agreed with the above post.  We never had this problem with 8.3, but when we upgraded to 10.1 we get that error.

just need to close out of IE and then open cognos.  what i did on my IE icon was added -nomerge to the properties so it opens a new session each time.

This solution to the cached cookies problem with multiple Cognos Sessions, courtesy of IBM Cognos Support.

With first Cognos session active, please click the "New
Session" item on the "File" menu, and a new browser window (session)
will open. (The new browser window will not share session cookies with
the original browser window.) Now, open the second Cognos session in
the new browser window.
If you do not have a menu on your IE 9 Browser, try Tools/Toolbars/Menubar.

It did work for me and my users.
