Is there a way in Cognos Connection to set up a subscription to send out a report only when there is a change in data? If so could you please guide me. Thanks.

Event Studio would be the tool to use for that.

You can also set up watch rules that send out notifications when certain defined values change.

Take a look at the Cognos Connection User Guide - chapter 6. Look at the section "Watch Rules in Saved Reports"
