Sadly you don't get the Page Layers area when using a relational package. Are you using Cognos 10.2.2? If so, you can create a custom profile for Cognos Workspace Advanced that includes the page sets (from Report Studio) to allow your users to create page breaks. This capability was only introduced in 10.2.2, though, so it's not available in earlier versions.

It would also be possible for someone with RS to apply this sort of tweak. The user would still be able to work with the report because the XML specification is the same .... only the GUI differs.

Cognos Workspace Advanced in 10.2.1 does not have this functionality, so there's no alternate solution for you using Cognos Workspace Advanced in your current version. Your options are as detailed here by Lynn and myself - either have someone with Report Studio add the page breaks, or update to Cognos 10.2.2 and create a custom profile for Cognos Workspace that includes page sets.
