We are upgrading from Cognos 8.2 to 10.2.1 and part of our nightly job schedule includes a task that stops and starts the Cognos services. I'm not sure why this was put in place ( I wasn't around then). Is this a task that should be performed this often and/or should it even be run?

To the best of my knowledge (not a sysadmin), all of our Cognos servers run for weeks even months, and really only get restarted if there is an issue, a configuration change, or a non-Cognos patch to be applied (e.g. monthly MS patches).
Weekly is enough in most cases.
However, if you are new to that setup, find out why it was done like that.
Maybe system was performing bad and it was added to resolve issues.
We prefer weekly restart of the Cognos services.
Nightly restart could be because of load on the server causing the services to Fail. Check the server resources and usage.

It's like rebooting the entire server, but just for Cognos. So if there are memory leaks, resources not properly released, etc. it will clean them up.
