Title: Why is Freeze header and Freeze column not showing in dialogue box?

Hello,

Why is Freeze header and Freeze column not showing in right click dialogue box on lists and crosstabs?
Do the existing reports have to be loaded into Report Studio and saved?  For this to work?
Is there an admin setting?

We are using Cognos 10.2.2

Any suggestions will be appreciated.
