Hi guys, We have the BI Tools 10.2.1.
Does anyone knows a way to load a spreadsheet or Delimited data into a DB DB2, or combine/join with
existing data using Cognos BI Suite of product.
We don't have Informica nor Cognos Data Controller.

Cognos is not an ETL tool (like Informatica, SSIS, or numerous others).
You can reference external data files along with a Cognos pacakage, but I would not recommend this as a general solution and the file sizes are best kept relatively small.
I agree and I understand! Not only I was asked to look into this but also if there is a way to have a report accessing an external file? So, the END user would upload the file as a part of a Cognos Report or any Cognos tool, "ONLINE". Then user would upload the file and the Report would be generated from the uploaded file. All by the End User. I doubted this is doable. Is there any tool within Cognos that can even ask a user to Upload a File? Any option within a Cognos Report Studio? Or Workspace Advanced? :) :)

This functionality is available in Cognos Analytics (Cognos 11). A user can upload a file and build a dashboard over it directly, or else can create a data module using the file (and other if desired) data and use this data module within a dashboard or report. As you've posted in the Cognos Analytics (Cognos 11) section I assume you can do this?
