I want to make bigger all the point in a scatter chart.
Do you know where is the property to make bigger the points?

Why don't you create a report using one of the Cognos sample packages and post it here? It might be a more effective method of getting a response. If someone wants to take a look to help you out it would certainly save them time trying to replicate something with which to test.
Or you can just continue to shout at people and see how that works out for you ;D
Barring any further input from you, I'd suggest that you unlock the report to further hunt around for a property that might suit your purpose. Sometimes an unlocked layout lets you select items within the chart that you can't access otherwise and there may be additional properties available. Of course you may have already tried this but you didn't give any details on what you've already tried.
Of course you also did not indicate if you are using one of the legacy charts or if it is a visualization. The answer, easy or otherwise, may be different depending on which type of object you are referring to.

I've looked and it doesn't look like it's possible to change the size of the scatter points. It might be possible to do it at a global level, but I imagine that would involve altering something like a style sheet (much too complicated for me).
You might be able to do it with a visualisation in 10.2.2 or 11, but I don't have either of those so I can't test it
It is possible to change the bubble size. See attached for a chart based on the samples package. The top shows how it appears by default. The lower shows the chart with larger bubbles.
