we are facing the problems with the excel format,We are using windows environment in the development ,In production we are using ibm-aix .in the development environment all the reports are opening in the excel format with in Seconds,but in the production environment the Reports are not opening in the excel format.
please give me your valuable ideas to resolve this issue.

What version of Cognos do you have on both instances?
I had the same problem...This is intermittant..Its horrible...
Check you cognos configuration.
1)Make sure the gateway and other settings does not say "localhost:9300"
We changed ours to "servername:9300"
