if you are a admin check the services for all the related servers i mean if you have multi server installation (Conenet Manager ,Application Server ) log on to these servers and check the services and
also make sure content store is connected

let me know if this worked

Robin,

If you are the administrator for the Cognos environment, I would first go to the server that the Content Store is installed on (assuming you did a multi-machine install).  Once in that environment, go to Cognos Configuration, and be sure that the Content Store is running (indicated by a play sign in the top left corner on the tool bar).  If this is not turned on, you may need to stop the other services in Cognos, because the Content Store service needs to be turned on first before any of the other services are turned on.

If the Content Store is running, and it still does not work, go to the gateway machine (another install component of cognos that may be on a different server or machine), go to the configuration manager, go to the environment node, go to the properties pane, and check the dispatcher settings.  You want to look at the URI and make sure it is pointing to the server, particularly the server that houses the Application Tier Components.  If that doesnt work, let me know.

Adios,
J
