either 2000 or 2005 works with Cognos 8.3. It is database agnostic.

As for installing, just run the installs then in Cognos Configuration point to your SQL Database. It's quite easy.

...I'm curious, what is your position in your organization?

Cognos 8.3 ,Use Advanced Softwares always..because you will get All the features + some new additional features compare to old versions.in your case, use Sql 2005 Server and also you can get SSIS (It acts as ETL Tool).Even we were using sql 2000 before One year.noe we have upgraded in to SQL 2005 and we are using SSIS AS ETL Tool and Cognos 8.3 and cognos 8.4.
