In Cognos Planning Version 8.4 you can define namespace at

Cognos Configuration > Security > Authentication

Right Click >  New Resource > Namespace...

If you don't want to define any namespace still you can access Cognos Planning by enabling anonymous access

Cognos Configuration > Security > Authentication >Cognos
Allow anonymous acess? --> TRUE
caution :- Enabling this will allow everybody with all rights to access the Cognos Planning

CAC and Analyst cannot handle anonymous.
Choose NTLM (local server) if you have to.

Thanks Guys, Jitesh i tried your suggestions, but am still getting the namespace error. I am using 8.3.

Smiley, i will try your suggestion today, lets see if it works.

But i guess, using localhost works on 8.3..tried that for database connection.
