Unable to access package error

hi,
i am able to open and work with a package. But when i try to open a saved report and click on new report icon. i get this error:
"MQP-ERR-0013 You do not have access to this model. Please contact your system administrator."

Package has read, execute and traverse permission for all query users.

Hi,

These are permissions from within Cognos Connection.  What security has been applied in Framework Manager before the package was published?  (package-level?)

We are recieving this same error message all of a sudden.  When a package is imported into Cognos Connection, everything seems fine.  Then when we try to open up QS or RS in 8.3 we get the MQP-ERR-0013 "You do not have access to this model.  Contact your Security Admin".

5 days ago we were able to publish the package, export it, import it into another environment and right reports against the model.  No security changes have been modified since that time (Congos Configuration or Cognos Connection).

8.1 FM version being used for development.
No security applied to the model within FM except the default settings.
8.3 Cognos server being used in a seperate environment to import the model.

Any idea on what to look for?
