Have you ever installed Cognos before?
Are you moving the existing hardware to the new DC?
If not...
New data center new server hardware? If yes, have you checked that the new hardware and software (OS and DB) are supported for Cognos, Websphere and TDS? Again, if yes, then back up the Content Store DB and do a new install of Cognos in the new data center. Once installed configure cognos to point to the restored DB, and off you go.
