Cognos Data Level Security in v11.1.7

Hi,
I am applying data level security on 3 dimensions in Cognos one is a regular dimension with attributes, another is a hierarchy based on geography and the third is a fact table. When I brought in the attributes from the first dimension it created cross-joins. Why is that? All the filters were applied based on the hierarchy.
So a user needs to have a role specific to their geography to access a particular hierarchy node.
